About

Kaufman County Fresh Water Supply District No. 1-D is a unit of local government within the State of Texas. The District was created in 2007 and is overseen by the Texas Commission on Environmental Quality (TCEQ). Kaufman County FWSD No. 1-D is located east of Forney, Texas, north side of Highway 80 between Ranch Road and FM 548. Kaufman County FWSD No. 1-D consists of more than 1650 homes of the Windmill Farms subdivision.

Kaufman County Fresh Water Supply District No. 1-D works jointly with 1-B and 1-C to provide services to the residents of Windmill Farms. The Districts provide for the development and maintenance of public water, sanitary sewer, storm drainage, and paving infrastructure, as well as emergency services, trash and recycling, and some recreational amenities. Kaufman County FWSD No. 1-D has the authority to levy an ad valorem tax (property tax) on its residents to fund the costs of those facilities and services.

Kaufman County FWSD No. 1-D has implemented an instant alert system to notify you quickly during unusual events including issues with utilities, roads, and trash collection.

What does this mean?
In the event of an atypical situation, you will receive a text and/or email specifically explaining the issue. In some cases, you may be advised to minimize the use of water or the sewer system. The District, however, cannot guarantee that it will be able to provide these notices in every instance. The District will also utilize this system to provide notices of important events and construction projects.
 

What kind of emergencies can occur?
While the District does its utmost to maintain the superior integrity of our water supply infrastructure, some inevitable circumstances may arise, such as freeze warnings, drought, flooding, etc...

Should I be alarmed?
No. This free notification system simply means the District wants to keep you advised as quickly as possible of any situation or problem.

Eligibility Requirements:

Eligibility Requirements For Director: To be eligible to be a candidate for, or elected or appointed as, a Director, a person must:

1.      Be a United States citizen;

2.     Be 18 years of age or older on the first day of the term to be filled at the election or on the date of appointment, as applicable;

3.     Have not been determined by a final judgment of a court exercising probate jurisdiction to be:

·         totally mentally incapacitated; or

·         partially mentally incapacitated without the right to vote;

4.     Have not been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities;

5.     Be a resident citizen of the State of Texas, and either own land subject to taxation in the District or be a qualified voter within the District.

For Interested Candidates

To run for election to the District’s Board of Directors, a person must file an application for a place on the ballot. Application for a place on The General Election Ballot can be found on the Texas Secretary of State website at:

To be qualified to serve as a Director, a person shall be a US citizen, at least 18 years old, a resident of the State of Texas and either own land subject to taxation in the District or be a qualified voter in the District (Texas Water Code 51.072).
